The SDG Programming and Results Framework
The operational breakdown of Tuzafrika's social object (Article 6 of the Statutes) into concrete activities, priority audiences and results indicators.
This framework translates each of the twelve objects of Article 6 of the Statutes into a flagship activity, a priority target audience under the "Leave No One Behind" principle, one or more United Nations Sustainable Development Goal targets, and results indicators.
Two types of indicators appear here: (official) indicators, which refer to the global SDG indicator framework (resolution A/RES/71/313, IAEG-SDGs revisions) — their monitoring at association level constitutes a measured contribution, not a national statistic — and (project, aligned) indicators, specific to Tuzafrika and explicitly linked to the corresponding SDG target, in line with the good practices of EU logical frameworks (DG INTPA) and Enabel. All data is disaggregated by sex, age and disability status where relevant.
This is a living document, revised as the institute's field action progresses.
01 — Advocacy and Monitoring
Flagship activity: "Voice of We" Observatory: quarterly monitoring of hate speech; advocacy before EU/BE institutions for the rule of law. 4 reports/year + 2 position notes.
Priority target audience (LNOB): Human rights defenders, minorities, journalists.
SDG target(s): 16.1 · 16.10
Indicators:
16.10.1 (official): verified cases of killing, kidnapping, enforced disappearance, arbitrary detention and torture of journalists, associated media personnel, trade unionists and human rights advocates, documented in the territories covered.
P1 (project, aligned 16.10): number of monitoring reports and advocacy notes produced and taken up by institutions.
02 — Civic Education
Flagship activity: Academy of "We-ism": 30-hour cycle for 200 young people/year — global citizenship, gender equality, culture of peace, combating disinformation. Erasmus+-recognised certification.
Priority target audience (LNOB): Young people aged 16-30, women, people of immigrant background.
SDG target(s): 4.7 · 5.5
Indicators:
P2 (project, aligned 4.7.1): % of certified young people demonstrating proficiency in global citizenship and sustainable development education.
P3 (project, aligned 5.5.2): % of trained women subsequently holding an associative or professional leadership role.
03 — Mediation
Flagship activity: Community Bridges: 12 dialogue circles/year in tension zones; training of 50 local mediators in "forgiveness as strategic realism". Triple nexus approach.
Priority target audience (LNOB): Divided communities, displaced persons, former combatants.
SDG target(s): 16.1 · 17.17
Indicators:
16.1.2 (official): conflict-related deaths per 100,000 population, tracked in the territories of intervention (source: UN/ACLED data).
P4 (project, aligned 16.1): number of community disputes resolved through mediation resulting in an agreement.
17.17.1 (official): amount in United States dollars committed to public-private and civil society partnerships.
04 — Development
Flagship activity: "Shared Talents" Incubator: support for 100 shared-economy micro-projects/year led by vulnerable women and young people; access to micro-credit and mentoring.
Priority target audience (LNOB): Women, NEET youth, people in situations of vulnerability.
SDG target(s): 1.2 · 8.3 · 5.5
Indicators:
1.2.2 (official): proportion of beneficiaries living in multidimensional poverty (entry/exit measurement of the programme).
P5 (project, aligned 8.3): number of decent income-generating activities created and sustained at 12 months.
P6 (project, aligned 5.5): % of women among the project holders supported.
05 — Communication
Flagship activity: "Weaving Word" Platform: multilingual digital media outlet combating disinformation. 1 podcast/week, 3 articles/week, 1 fact-checking campaign/month. Open source.
Priority target audience (LNOB): General public, diaspora communities, decision-makers.
SDG target(s): 16.10
Indicators:
16.10.2 (official): adoption and implementation of guarantees for public access to information — contribution documented through the platform's advocacy.
P7 (project, aligned 16.10): monthly audience, number of fact-checks published, and pick-up rate by third-party media.
06 — Cooperation
Flagship activity: Way of We Alliance: network of 20 Africa-EU civil society organisations; 2 citizen diplomacy pilot projects/year; pooled training and joint advocacy in Brussels and Addis Ababa.
Priority target audience (LNOB): Southern civil society organisations, local authorities, diaspora networks.
SDG target(s): 17.16 · 17.9
Indicators:
17.16.1 (official): progress reported in multi-stakeholder partnership frameworks to which the network contributes.
17.9.1 (official): dollar value of financial and technical assistance dedicated to capacity-building for member civil society organisations.
07 — Environment and the Ecology of the Bond
Flagship activity: Shared Governance Platform for the Lake Kivu Basin: trilateral DRC-Rwanda-Burundi dialogue on the management of transboundary water and ecosystems; 2 workshops/year; participatory mapping of shared uses.
Priority target audience (LNOB): Riparian communities, cross-border local authorities, fishers and farmers of the three shores.
SDG target(s): 6.5 · 15.1
Indicators:
6.5.2 (official): proportion of transboundary basin area with an operational arrangement for water cooperation.
P12 (project, aligned 6.5): number of trilateral workshops held and shared-management agreements signed.
08 — Research and Memory
Flagship activity: Living Archives of the Great Lakes: collection and jointly-validated archiving of oral testimonies and historical documents; annual doctrinal report published; open database in academic partnership.
Priority target audience (LNOB): Researchers, partner universities, communities holding memory.
SDG target(s): 11.4 · 16.10
Indicators:
11.4.1 (official): total expenditure per capita spent on the preservation, protection and conservation of cultural and natural heritage.
P13 (project, aligned 16.10): number of testimonies archived and publications produced/disseminated.
09 — Human Security and Connectivity
Flagship activity: Corridor of Trust: support for displaced persons and refugees in the Great Lakes basin (orientation, protection, access to services); advocacy for cross-border energy and digital interconnection.
Priority target audience (LNOB): Displaced persons, refugees, border communities.
SDG target(s): 10.7 · 9.1
Indicators:
10.7.4 (official): proportion of the population who are refugees, by country of origin.
P14 (project, aligned 9.1): number of people supported and advocacy submissions filed for cross-border infrastructure interconnection.
10 — Diaspora and Transnational Networks
Flagship activity: International Network of Companions: mapping and networking of African diasporas in Europe; 3 gatherings/year; matchmaking platform for co-development projects with territories of origin.
Priority target audience (LNOB): African diaspora in Belgium and Europe, Companions of the Way abroad.
SDG target(s): 10.c · 17.17
Indicators:
10.c.1 (official): remittance costs as a proportion of the amount transferred.
P15 (project, aligned 17.17): number of active diaspora Companions and co-development projects initiated.
11 — Digital Governance
Flagship activity: Commons of We: development and provision of open-source collaborative tools for Circles and partners; data protection policy; annual security audit.
Priority target audience (LNOB): Companions, local Circles, Southern partner organisations.
SDG target(s): 9.c · 16.10
Indicators:
9.c.1 (official): proportion of population covered by a mobile network, by technology.
P16 (project, aligned 16.10): number of shared digital tools deployed and data security incidents handled.
12 — Well-being and Support for Field Actors
Flagship activity: Companions' Support Unit: quarterly psychological supervision for field mediators and volunteers; rotation scheme for assignments in at-risk areas; dedicated listening line.
Priority target audience (LNOB): Mediator Companions, volunteers and staff exposed to crisis contexts.
SDG target(s): 3.4 · 8.8
Indicators:
3.4 (official, adapted monitoring): mental health reference indicator; monitored internally via association survey (no national statistic attributed).
P17 (project, aligned 8.8): % of field Companions receiving regular psychological support; rotation rate of assignments in at-risk areas.
13 — Cross-cutting
Flagship activity: Gender & Climate Audit: mandatory screening of all activities; 50% of budget earmarked for actions with gender-climate co-benefits; annual published carbon footprint.
Priority target audience (LNOB): All activities.
SDG target(s): 5.c · 13.2
Indicators:
P8 (project, aligned 5.c.1): % of budget carrying gender marker 2 (OECD-DAC).
P9 (project, aligned 13.2): GHG emissions avoided or offset by projects (tCO2e), based on the published carbon footprint.
14 — Accountability
Flagship activity: Public SDG Dashboard: online platform publishing this framework's indicators in real time, plus annual impact reports verified by an independent third party.
Priority target audience (LNOB): Donors, beneficiaries, general public.
SDG target(s): 16.6 · 17.19
Indicators:
P10 (project, aligned 16.6.2): % of beneficiaries reporting satisfaction with the association's services (annual survey).
P11 (project, aligned 17.19): % of budget covered by results data disaggregated by sex, age and disability.
Methodological note
Points 13 (Cross-cutting) and 14 (Accountability) are not objects of Article 6 but cross-cutting monitoring mechanisms, common to all of the institute's activities.
